Just any old animated gif editor should do the trick - paste in the hat at every frame would have the same effect.
You might even be able to use some fancy software that puts the hat on his head automatically in each frame! :L

Heh VLC just put a christmas hat on its icon when it is finished playing something, better get cracking and put a 3 pixel hat on my avatar then.
