I still have the old 1.3.3 beta that has the dragonflies in it, but, they're insanely hard control, too big for many maps and get stuck between polys and kept trying to mate with eachother. Not worth it.

Dragonfly code has actually been partially written, but didn't get added into actual gameplay because MM got lazy and decided that a screenshot will be enough for a joke. However there's a hack for 1.3-1.5 that lets you enable dragonflies in-game. Download here.

I think at one point someone released a scenery mod that replaced clouds with dragonflies, but that won't work now that sceneries are checksummed.
