1) on a fast enough connection, use http://u13.net/~ryan/bandwidth.php to find out how fast
2) in a part of the country that pings well to most people
3) settings that make it different than other servers, but don't suck (no ridiculous weapons mods)
4) enough admins that hackers don't last long
5) ???
6) up 24/7 so people can always expect to find it online

CS Maps :D

just kidding, it depends on what you are thinking of.
i think you are a "usual" clan, in that case, a CTF server is the best choice with 8-12 slots, because 3on3 and 4on4 are the most held form of clanwars in normal soldat. if you make it a public server you should (in my honest oppinion) leave out bonuses and any weapons modifications. you can think about disabling the minigun to prevent surfers but i would alllow all weapons. then in the mapslist should be all the standard maps except for ctf_death and you can consider adding some nice custom maps. dont put any crap maps into the map list or people will quickly leave the server. respawn time should be around 2-4 seconds. max nades should be 4-5. cap & time limit is up to you.

oh and dont host the server by yourself, buy one ;D

on the other hand, you could make a totally new type of server...

I like to have one Martini
Two at the very most
Three I'm under the table
Four I'm under the host

People seem to like Realistic, but then some dont... i reckon servers that are the odd ones out but are bloody fun like Dodgeball, are great servers

Not if your internet is good enough for it not to lag, What connection do you have?

What makes a good server good?

Equipment wise
1) Enough CPU power to handle the game.
2) A good connection.  Co-Lo at a real tier 1 backbone.

What makes a good server god?
1) Same as above
2) A group of People who want to play the game rather than complain and/or hack.
