That's because Montenegro achieved independence only shortly before the creation of our forums, so it was never updated to reflect the dissolution with Serbia. If I get a chance I will look into fixing it, but for now it doesn't stop you from signing up for SWC; it only changes the little flag under your name when you post on the forums. Choose any country for now (Serbia and Montenegro?), and then sign Montenegro up for SWC by following the format of this post.
