Safe mode off - what does it mean

Since I haven't found any specific information about that:

What's exactly going on when I turn safe mode off? I know that then I can use more soldatserver features, but it is se to off by default for a reason. WHat are the dangers?

The dangers are quite simple:

GetURL -> Accessing probably webpages with viruses/malware/other stuff.
shell_exec -> Access to the machine (could get abused for hosters)
AppOnIdle ticks change: More CPU usage - especially when scripts are shitty scripted (-> important for hosting services)

Just 3 examples :)

Are there more dangers that might come from outside of the server? I'm not really worried about internal/scripting mess, not going to do it, but I'm not sure if it affects Soldat's protections

No, safe mode is only for script core. ExHunter didn't mention that also dlls support is disabled in safe mode.
