This would be an easy mode to implement since everything is in the game...

If the flags are to appear at TOTALLY random positons (not at any spawnpoints whatsoever), then it would be pretty hard to get a smooth gameplay. What if the flag spawns inside a polygon? This produces the effect I outlined above. If anything, this would be more of a bug fix of sorts, since scoring is so wonky when playing a non-CTF map.
What is bad is that it would just be another annoying gamemode that nobody will play, it doesn't even deserve it's own gamemode if you can emulate it so easily.
