I have discovered an arrow near bot in F1. What does it mean?

I don't think that soldat even has such gfx, thus I bet for some other application bursting trough for some random reason.

Here it is: Soldat\interface-gfx\scroll.png
There is even a thread @ Beta Team section with suggestion to replace it with something more "Soldat-stylish".
