ClientPort=23083 is not required. It's not used.23197 + 10 is the fileserver.I wonder if your server can reach the lobby, could you check via ssh connection or something? ("ping rr.soldat.pl")

just tell them you need the ports open:23197 & 23197+10for the others servers too:23191 & 23191 + 1023198 & 23198 + 10
so what do I do?What the host has to do to solve this problem?I'm paying but I'm not using hahaha
