Need help with dedicated server

I have less succsecsful created a dedicated Server i haved used for it this soldatserver download package . . .

I have named it U-Genix . I do see him but the ping on my dedicated server is maximum bad . So i cant join to my dedi server ...

how can I fix this issue ?

If that is not possible how can i create a normal server ?

You need to 'forward ports' in your routers configuration, so people can join.
