I'm not in LAN and server ping is 9999

I'm not in LAN and server ping is 9999. It is visible in lobby. Joining is impossible.
I have 2 installations of Soldat on my computer in different locations.

I use one to create server (Steam) and one to check and try to join (non-Steam). What can I possibly do wrong?
