Can someone help me with my site?

I need someone to help me out with my site.
I know some html stuff, but I think what I want to do needs PHP and mySQL.
Is there anyone that could help me?

HTML, CSS, PHP, Mysql isnt good for a beginner...

Go To: www.bravenet.com and create a site there, they are very newb-friendly, or read my website creation tutorial i made, its in my signature

bravenet.com isnt newb friendly...gold, that doesnt explain much in your tut, it is good...but too simple. i suggest to david that he downloads linux(optional but linux rocks microsofts socks), apache, mysql, and php and start playing WOOT!

I want to add an option for people to upload their maps, mods, apps, etc. to my site, and that they automatically appear there. Like Leo's www.soldatuploads.com.
What do I need to know for this?

Allowing people to upload there own stuff isnt in my tutorial, search for a more advanced tutorial on Google or something

you need to know php and file permissions for that. mysql is optional but would help to index the files.
