It's called the Shinku-Hadouken.  I know almost everything about the streetfighter cartoon, the anime, the animated movies (All three of them) and every SF game.  Every Capcom Vs (enter random fighting game creator like SNK, MARVEL.)too.  Although I stop before I hit the real movie, with .. Bleekch, actors. 

The style of hadouken (which branches off the the root word hadou (which is one of seven spiritual energies)) seen in that .gif is based from Marvel Vs Capcom, in which Ryu can proceed with this LV1 special attack in mid-aid =O
