I heard it, and my dad can only hear the very end of it on my computer.
When I put it on my phone though, it didn't work very well.

uhh... I see that some people say that their parents hear it when they turn the volume up. But obviously, volume has nothing to do with frequency. The only reasonable explanation I can think of is that the frequency is lowered in the end of the sound file.
The frequency of this "noise" is probably around 20 KHz.
This "phenomenom" also applies for very low frequencies ( below 20 Hz) by the way.

My laptop had a program in diagnostics where I could play any frequency... but then I took it in for repair, and now it doesn't have it

We tested this once at school by attaching a frequency generator to a speaker and making the frequency higher and higher untill some people couldn't hear it anymore. It was an really annoying sound.

Lol, I would do that to my old monitor. It would start flickering different colors. (like everything was in red or green) and I would sometimes have to slap it hard a few times for it to get better. I did this to my old tv too. :\
