Wouldn't it be easier to introduce a new polygon type, that merely slows your descent? I think, for it's simplicity, it would be a fairly good simulation of water. It wouldn't have any of the cool sounding stuff in the original post, but neither would it reduce the game to a snail's pace. And it should be easy to add in (hopefully).
