the bottom link works but the top link brings tp a url error, is this fixable?

The reason the lower link works is because it is part of SMF, the software that directly powers this forum. The reason why the upper one doesn't work is that it's a completely separate program which requires a different specific setup on the server; but yes, it's fixable.
