How do yuo make a mod?

I dont understand how to make a mod and i would appreciate it if someone told me how.I meen i dont even know where to get the program to do it.Can someone help me out.

Look at the guide Liber Lupus linked.
You don't need any specific modding program, you ust edit the graphic files and change the names in the text documents.
Or just congifure the weapons.ini for weapon properties mods.

yes but your going to have to make a backup right?because your going to edit the weapons and everything.

google for "The GIMP"  to download and install that.  It is an open-source program very similar to photoshop, and it doesn't take much to learn.  There are tons of tutorials on the internet for learning how to use it

Paint OWNS Photoshop when making Mods. Photoshop is for beautiful artwork like signatures and stuff, not for gun pictures...

Ok i have made some guns and a chainsaw with blood all over how do i use them (with same sound effects i only way chain saw.
