yes, but you had to specify what kind of mod you were talking about. There are interface mods which you can play with anywhere, you don't need your own server. You're talking about weapon mods.
If you're computer savvy at all, you can run a server from your house if you have a decent internet connection. An alternative is renting one or asking someone to try your weapon mod on their server.
