Steam, I believe, is an application of which you have to run before you can play various games including Half-Life/2.

Google Steam, download Steam, it should pop Half Life into it's menu's and so forth, then run Steam and click on the game you want to play through it.

Okay Ds Dude Listen Carefully.

Go to http://www.steampowered.com/v/index.php
Click on Getsteam
Download Steam
Open Steam
Wait for Steam to Update
Go to the 'Games' tab or something similer.
Click on CS 1.6 and wait for it to update.
After it is updated it will open for you to play.
