Heres my general understanding: The more intelligent organisms usually have more, and deeper cleaves within the cerebral cortex/outer portions of the brain (which control higher level cognition. More cleave, more surface area). The more cleave, the more compact the density of the neurons are in that area. So yes, there is a certain correlation of number of neurons and intelligence.

I can't say much about mass, even though it seems like common sense: the more mass you have, the more neurons you'll have in that area.

As for movement though, typically, the density of neurons is greater for more precise movements. For example, the surface area of the portion of the brain (I wish you asked me this like 2 months ago) that controls motor movements and sensory on your hands are IMMENSE compared to the rest of your body.
