I suggest adding a spectate button in menu for DM.

It's possible to do /setteam5 <yourid>, but why not adding a button in the menu?

I have found this pretty annoying not having an option to change to the spectator team. I hope to see this in the future. F12.

Should be an easy fix. Instead of removing "change team" completely - it should just be replaced with "Spectate" which would be a shortcut for "Change Team -> Spectator".

One thing tho.. My thoughts for this was most importantly for offline/lan mode. I don't know if it can be abused by players in pubs, but it would seam pretty desperate.
I haven't checked the changelogs, but maybe it was removed because people idled in servers and therefor occupied them unnecessary. If that becomes a problem we could add the ability to set how many specs allowed in a server.

I'd like to see a built-in anti-slot-occupier, by the way. Something that would kick specs after a specified amount of time. (I know it's scriptable, I made such script myself.)

Well if it's scriptable we don't need built-in :) as it shouldn't be a big problem anyway

Yea i have that scripted on my dm server but it would be better to have it built-in. Plus 20 for yes and 0 for no speak for themselves :D
