I think at the very least there could be a "Looking for Help" sticky thread or a front page banner, with a list of tasks where help is needed. Most people probably aren't even aware that devs are looking for help, because all the talks about it are buried in random threads and not clearly stated anywhere. Improving this would be a good start.
