If lobbys are down. Do servers go haywire?

Irony has it after i go rent a server the Lobby goes to hell.
So if figure i'll go test the server out to see if i configured it correctly.

But it seems like every time it goes to register to the lobby it cuts me off.
Yes i could turn off register with lobby but.. oh well.
