Does your modem have built in Routing capabilities? Do you have Windows Firewall enabled? Any other software firewalls/antivirus products?

Windows Firewall will generally interfere, and if your antivirus product comes with a firewall it will as well. It may block if it doesn't, but includes anti-worm protection etc.

You will need to either properly setup both of those to allow Soldat access, or disable them, in order to host.
