In fact, it was made before.Quote from: Soldat wikiThe LAW was added on 13-6-2003 in version 1.1.4 together with the Combat Knife and Chainsaw. (Before 1.1.4, the USSOCOM was the only secondary.) Upon conception, the LAW could be fired in mid-air while proning or crouching. This allowed much greater versatility when used, thus causing it to be considered overpowered, leading to subsequent nerfings.

It would be either overpowered (if it can shoot in mid-air) or underpowered (if you nerfed it too heavily). If you want to know how a M72 LAW is like if it can fire in mid-air,Replace your current Barrett (MAKE A BACKUP FIRST!) with these stats offline:[Barret M82A1]Damage=150000FireInterval=30Ammo=1ReloadTime=480Speed=230BulletStyle=12StartUpTime=21Bink=0MovementAcc=1Recoil=0It'd be something like that (other than the scope). That's really overpowered if you consider THAT for a secondary.
tsup.
You can't shoot LAW while standing, can you? If shooting would only be possible when you're proning (or crouching) the time you got to shoot the LAW is pretty short.
