There was a script made when EnEsCe was still the game's developer, but since he didn't provide the new devs with the latest version of the server, those features aren't present in the new soldatserver. They'll have to be coded from scratch.
As for vanilla feature - I don't think Soldat needs this as it's mostly pointless. When you shoot an enemy - you either kill him, almost kill him, or miss. That's all that you ever need to know, no need for specific damage values that spam up the screen.
