Here is the wineHQ page: http://appdb.winehq.org/objectManager.php?sClass=version&iId=7794
Many people have gotten it to work with linux, I am not familiar with macs but I think wine is in the right direction if it is as well maintained as the linux version. Beer.

Modern versions barely work at all under Linux/wine. I suspect Darwine support would either be the same or worse than Linux wine support.

is this possible with xcode/iosdev tool?
No; those are for compiling software that natively runs under Mac; Soldat does not.
There are other worlds than these

It's a good option for link-dead though, since that is planned to be cross-platform

Soldat is written in Delphi but XCode is for C/C++ and ObjectC (different programming languages).
Soldat uses DirectX which is not available on Mac OS X (because it was developed by Microsoft for Windows only).
Soldat doesn't run well with wine (or not at all).

If you want to play it on your Mac use an Emulator like VirtualBox, VMWare or Parallels (you need a copy of Windows).
Alternatively dual boot into Windows (same here).

If there would be an easy way to get Soldat running on Mac OS X it would be there :(.

However don't give up!

If you really want Soldat on Mac get enough people asking for Mac OS X support.
Motivate us! Don't give up and one day it might happen (hey why not a bit optimism :) ).

It's a tough task though and might take a fair amount time and motivation to happen.
