Suggestions:Rotate by N degrees (or radians? or revolutions?)"Scale" command; select polygons, select about where you want to scale from (default? = center of selection); specify X and Y scale

The most I saw were the 90° incremented rotations.(Um, forgot to note rotate by N degrees about a given point (defaulting to center?))
